5) The govt provided belated funding for safe visiting & very restrictive guidance & failed to enforce any of it. They have options, even with lack of clinical oversight. Doing nothing is an inhumane policy choice. One they must stand over as harrowing accounts of care emerge.

4) By access, I mean the safe visiting practices & pods used to safely support visits in Europe. Giving funds to @NursingHomesIre while failing to insist on installation of pods is a policy choice. Govt failure to install pods in HSE homes is a policy choice.
